Makivik

First Air is the trademark name used by Bradley Air Services Limited. This company, which has its head office in Kanata, Ontario, is a wholly-owned subsidiary corporation of Makivik Corporation of Kuujjuaq, Quebec. For those not familiar with northern Canada, it might be noted that the community of Kuujjuaq (formerly known as Fort Chimo) is located in Northern Quebec near the coast of Ungava Bay and that this community is predominantly an Inuit community.

Makivik Corporation was established, in 1978, by way of special provincial legislation (of the Province of Quebec) that gave the corporation the mandate to receive and administer compensation monies on behalf of the Inuit of Northern Quebec and to oversee the proper implementation of the James Bay and Northern Quebec Agreement (JBNQA). The JBNQA was signed in 1975 and was the first of Canada's modern-day Aboriginal land claim settlement agreements.

In the Inuktitut language, Makivik means "advancement" which is a way of referring to the company's mandate to advance the political, economic and social conditions of the Inuit of Northern Quebec. The Inuit of Northern Quebec also refer to the portion of Quebec located north of the 55th parallel of latitude, which is the area of their traditional land use and occupation, as the region of "Nunavik". There are fourteen communities located within this region.

Since its creation, Makivik Corporation has worked very effectively on behalf of the Inuit, not only within their own region, but also across Canada and globally. In this respect, it can be noted that Makivik's leaders played a major role in the establishment of two important Inuit organizations: Inuit Tapirisat of Canada (ITC) -- created to represent the national interests of Inuit -- and the Inuit Circumpolar Conference -- which represents the international interests of the Inuit. Makivik's leaders also helped establish the Inuit Committee on National Issues (ICNI) which, in turn, played an important role in entrenching the constitutionally protected rights of Canada's Aboriginal Peoples now set out under Section 35 of the Canadian Charter of Rights.

Economically, Makivik Corporation carefully invests and manages the land claim settlement funds of the Inuit of Nunavik. Over the years, these investments have been made in a variety of ways including the creation or purchase of subsidiary companies. These subsidiary corporations have included First Air, NWT Air, (including Above and Beyond and Ptarmigan), Air Inuit, Seaku Fisheries, Nunavik Arctic Foods, Kigaq Travel, Orientation CGR (Cartographic and Geographic Research), Halutik Fuels and Uttuutik Leasing. Makivik Corporation also currently owns one quarter of the shares of Pan Arctic Inuit Logistics Corporation.

Socially, Makivik Corporation has worked with the federal government to support the construction of improved infrastructure systems in the various Nunavik communities, resulting in the construction of airports, schools, housing, hospitals, nursing stations and municipal government buildings.

In addition, Makivik carried out a study on the education system and justice systems in Nunavik, which led to the construction of recreation facilities in all communities by 1993.

Whether tackling political, economic or social issues, Makivik Corporation is always guided by the principle of working to improve the lives of the Inuit people living and working in the fourteen communities located within the Nunavik region.
